Job Description:
- This role owns a subset of subcontract acquisitions and operates under the direction of a Sr. Subcontracts Manager within a highly collaborative Supply Chain Management (SCM) and Program Office environment.
- The ideal candidate is action-oriented, highly organized, and an effective communicator who thrives in a team-based, fast-paced defense program environment.
- This role is critical to ensuring supplier execution aligns with cost, schedule, technical, and mission objectives.
Key Responsibilities:
- Partner with Program Management to consolidate subcontractor contractual requirements and technical specifications into accurate, comprehensive Requests for Proposal (RFPs).
- Review and evaluate supplier bid responses and perform cost and pricing analysis to support negotiation strategy development.
- Negotiate pricing, terms, and scope of work for complex, high-dollar subcontracts within a government acquisition environment.
- Place and manage cost-type and fixed-price material and service subcontracts.
- Draft and execute formal subcontract documents, coordinating approvals across functional and program leadership, while ensuring compliance with applicable FAR requirements.
- Understand and manage the Integrated Master Schedule (IMS) and supplier critical path, implementing mitigation actions to protect schedule commitments.
- Manage subcontractor financial, technical, and schedule performance to ensure compliant, on-time, and cost-effective delivery.
- Monitor subcontractor performance, proactively identify risks or issues, and coordinate corrective actions with Supplier Development.
- Participate in program meetings and serve as the primary interface for subcontractor communications.
- Facilitate, maintain, and control all correspondence between Client Systems and subcontractors.
- Communicate program status, risks, and progress to internal and external stakeholders.
Qualifications:
- Bachelor’s degree in Business, Engineering, Supply Chain, or a related discipline.
- Minimum of 3 years of experience supporting project teams, including schedule development, performance monitoring, and risk management.
- Experience working within or closely with a Procurement or Subcontracts organization.
- Strong written and verbal communication skills.
- Experience identifying, assessing, and managing program Risks and Opportunities.
- Demonstrated ability to work effectively in a team-based, cross-functional environment.
- Strong interpersonal and organizational skills.
- Proficiency in Microsoft Office (Excel, Word, PowerPoint).
- US Citizenship required with the ability to obtain and maintain a Secret security clearance.
Desired Qualifications:
- Broad-based business experience with an emphasis on negotiating and administering contractual agreements.
- Experience supporting industrial manufacturing or defense programs.
- PMP certification or equivalent project management credential.
